The man they choose as a suitable case for corruption is Ronald Kemp, a middle aged journalist working in Libya. Politically neutral, but also ambitious and over -susceptible to feminine charm, Kemp has achieved a privileged position under the Libyan regime. But the Libyans also want Kemp's help and suddenly he finds himself an unwilling agent in the underground struggle for the leadership of the Arab world.
